Trying to pinpoint the epicentre of an earthquake is as much 'art' as 'science', the first attempts (following an earthquake) are estimated by computer.
Its only when the Seismo guys smooth out the P and S waves and take into account, types of strata, types and depth of coverage (sand, clay, water etc), that recalculations are done, the epicentre can be shifted by a fair margin (+ or - miles East / North plus variations in depth).
There is some seismic processing software packages (winQuake and Earthworm) available here.....  http://psn.quake.net/software.html
I've not tried winQuake. Earthworm is a free download and use

Re: Did you feel it

I know its your job Journeys, what is the difference in expertise between your USGS and the one that the BBC quoted?

The British Geological Survey (BGS) said the 3.6-magnitude quake struck 9km north-west of Ripon in North Yorkshire just after 2100 GMT on Monday.
