Definite article

Why do many presenters and newspapers talk about 'the' Ukraine rather than simply Ukraine which is grammatically correct?
After all we don't say the Uruguay or the France.
Same goes with Crimea - We don't say we live in the Kent or the Sussex!
The BBC tends to get it correct and more info is here.

(Ok... the last two are not "countries"... )...

According to here the only exception is the Philippines.

Not sure.... but.... Isn`t Ukraine.... or The Ukraine, a "group" of seperate states, like the USA ?
