I believe Cathodic connection is a way to stop rusting on a steel pipe , or a water tank

Given that the local water supply has a minimum pH of 7.2 you may be correct and the original supply fed a steel above ground storage tank on a farm and that certainly won't be needed as it probably raises the pH to over 11 which isn't really a good idea in general
