I think you're overblowing things a bit there. Bright Sparks have been a feature of the forums for many years, and it's tradition that we always welcome new members to the rank with a thread in their honour, although admittedly such threads are normally posted in Community Support. It's simply a way of recognising and thanking those members that've been particularly helpful towards other members of the forum… the kinds of members who spend much more time helping other people than asking for help themselves. They receive no extra privileges other than the little image and rank under their forum name.
I suppose the slight difference this time is that the newly appointed Bright Spark isn't a member that a lot of the forum users are familiar with, as most of his posts have been in one particular an fairly niche-interest board. Still, that doesn't make Gabe any less of a Bright Spark than the others.
Edit to add: the original Bright Spark FAQ can be found here, and it's also worth pointing out that a poll concerning the Bright Spark status was held two and a half years ago here.
