Skype charge VAT on where the card holder/account is registered, not where the service is delivered.
If your credit card/ skype account is registered in the UK you pay VAT at 20%, if your account is registered (as an example) in Costa Rica (zero VAT), you pay no VAT. Yet the service is delivered anywhere the account holder rings from.

That makes sense. They're part of ebay/Paypal. As discussed elsewhere paypal is based in Luxembourg.
