I am not sure how the government could enforce this. I have 2 e-mail addresses, one personal and one business. In both cases I could use an alias to avoid using a particular ID, and monitoring the whole domain would not be an option as it would montior people it was not intended to monitor.
(Of course I am not personally involved here, but just illustrating the problem)

I expect their offices don't have locks but they rely on having a book about security in a filing cabinet somewhere.

Well that was exactly my point, ban all the over 35's, then +Net might just as well shut the the chit-chat forum down.

As I read it, it's only faceparty that has cleared out over 35s. Is faceparty actually a chat service or is it just a social networking site?

Surely the ones they really want to worry about are the ones who falsely declare that they are teenagers - we oldies aren't a threat to anyone, except ourselves.

Well JS probably only has one, and not knowing any different probably thinks they're as static as street addresses.  As we all know you could, if you wanted to, have a different email address every [day|week|month].
