It wasn't an appeal and it wasn't about illegal downloading.
It was a legal challenge to the validity to parts of the Digital Economy Act, mainly the challange was along the lines that it was unfair for ISP to be forced to go to the expense of harassing their customers, one of the reasons they came up with for why this was unfair is because IP address does not identify a person.

I'm surprised the previous government never thought of allocating everyone their own IP address which we keep for life.

Well the level of competence they demonstrated with IT issue, it wouldn't have surprised me if they had tried, failure would have been inevitable of course.

that would have ment the development of ipv6 networks... can't get adsl right let alone ipv6 Tongue
