This is indicative of when the download of resources such as CSS and JavaScript time out, with these missing the browser can't render the page correctly and you see similar to what you have. Forcing a refresh as Townman suggests is a good place to start. If it persists you could always try using FFs developer tools to get a view as to what might be happening. I can't recall the key but I think it may be F12, but I don't know, if in doubt look at the menu for options.

Emptied Sandboxie and done a web browser refresh and:
BBC Home Page - Still not working properly
News - Is Ok
Sport - Is Ok
Weather - Is Ok
iPlayer - Is Ok
TV - Is Ok

If you have a 64 bit machine take this as an opportunity to install a 64bit browser such as WaterFox you can download it from here:
https://www.waterfoxproject.org/downloads.html
I use it and the development tools must come built in (F12) as I don't see them as plugins or add-ons in the config.

I am still using a 32bit box running windows xp home edition, but soon will be using windows 7 professional on the temporary box, I am slowly decommissioning the old box.

which browser are you using?
as you are using XP then you can't be using anything higher than IE8 (in terms of IE).
chrome support for XP ended back in April.
