The fair way of doing this would be to have metered BBC TV. It shouldn't be too difficult to facilitate with some form of signal encryption /decoder. To cater for those on limited incomes have the first 50 hours per month should be free.
Job done.

Having paid TV licence up to my 75th birthday I'd feel robbed if it ceased to exist now I get it for free.
I recall people we stayed with in France saying they got free TV at age 70.

That's so true.
But then everyone still has the choice of buying cheaper brands that are not advertised on TV.
The licence gives no real meaningful choices.
