As I understand it it's bacteria amongst other things that when whipped up by the sea becomes a foam.

Decomposing matter (plants, fish poo, dead fish, etc.) whipped up by strong winds...

I expect there are plenty of people who would consider their holiday incomplete unless they got covered in spume at some point.
