I think with a ship that has this sort of thing it comes in three's. I was working on a VLCC tanker once the "Mobil Pinacle" and a week out of Corytown (on the Thames) whilst tank cleaning we had a static explosion which rolled the deck back like opening a can of sardines, that was
one
Whilst on the way down to be repaired at Marsaille (spelt that wrong) we hit an un-identified submerged object Nato was involved with that once we were in dry dock as there was paint from a non british  submarine.two
After dry dock and back in service and on the way up to the Gulf the Captain decided to jump over the side, mind you he left his slippers by the rails, he was never found. three
After the third they renamed the ship and there was never another episode with it, very strange these things Smiley

Provisional reports suggest that an AB shot two officers.
Weapons and ammo are supposed to be kept under lock and key, in separate places. One also assumes that the mental condition of all crew members would be carefully watched.

According to Meridian Tonight... (local tv news for southampton) the shooting occurred as the shore-side "guard" was being changed over.... the "perp" was on gangway guard,

Back in 54/55 we used to worry orderly officers as, because of an IRA raid, we were doing armed guards in UK.
We used to keep the ammo clips in our pockets but slide bolt back and forward when we spotted the officer. Usual response was " don't shoot, orderly officer"  Smiley

Does anyone else find it strange that, on a boat full of trained military personnel, the gunman was over-powered by the Leader of Southampton City Council?

No.... I would expect the Leader of the City Council to be a very strong person... Grin
And if he/she were the nearest at the time...... then it seems a "natural" reaction.
