The problem with creating tools like that is that it massively increases the number of Ellacoya profiles at PlusNet's end.  It's just not possible to do per-user, per-application rules on that scale right now - with everyone being able to define their own rules.  Though, I agree that's the direction that it should be headed.

I note that VMBU classes iPlayer traffic as streaming, not P2P. Is that because the Ellacoyas can't recognise the traffic as a separate application, or is it a policy decision?

It's because iPlayer traffic is prioritised better than just standard P2P.  I think 'Streaming' is probably more accurate - even if you are downloading before watching.

Yep, the Kontiki application that iPlayer uses (as does Sky anytime and 4OD) is classed as a streaming application so the traffic is treated as gold rather than a lower priority.
