I take it you dont have any old or infirm people in your family, the police will investigate, and they have to get entry if the Ambulance people want to investigate.
There are few people who have powers of entry

A few people, I thought it was close to a 100 that could enter a property without going to the courts.

Quite correct, it's amazing the number of people who can get legal access to your property.
Even more amazing is the fact that people can get illegal access to your property (squatters) and the police have no powers to deal with them as it's a civil matter !

Fortunately the government is going to make squatting a criminal offence, and about time too.

Will that apply to people "squatting " on a motorway, after the police closed it for six hours or more  Roll_eyes

Going back to the water leak............ Just phone the Gas company and say I could be wrong but I am sure I can smell gas when looking through the letter box.
They will be around within the hour and into the flat. Of course they can't fix the leak but having access to the flat should have no problem finding some info about who the owner is and contacting him/her to say sorry we didn't find a potential gas leak that was reported to us but there is a water leak you may wish to deal with.........

the wifes Family - 3 girls - are having trouble with their mother, she is 91 and obstinant, they have just managed to get a daily carer organised
we live 130 miles away
Phoned here tonight, She had slipped in the shower mid week, as usual doors locked, emergency button taken of and couldnt be reached, she was stuck in the shower for 8 hours, before a sister who lives 5 miles away called in.

Perhaps that is what happened in you flat  CALL THE POLICE.

If you contact the police to express your concern they would be taking a big risk if they they did nothing and the same situation had arisen as described by pierre-pierre.
Not sure if the fire brigade could offer any advice, at the risk of being sarcastic they rescue cats from trees so they might be able to advise or gain joint entry to the flat.

A number of us expressed the view yesterday that the Police should be called.  Time is of the essence in this case and I hope the OP has made the call.

Either someones hurt or away on a long holiday, 2 weeks Is long for this to be continuing.
