If you have a 350ms ping then it's likely to be an issue somewhere, and not necessarily with PN.
CSS is prioritised as gaming traffic, so will get the highest priority across the PN network. it's actually more likely that there is an issue either with your own setup, or with the server you are trying to connect to.
With ping issues, first thing is to try a traceroute. From a command prompt, run:
tracert www.plus.net
and post the results.
Also, try connecting to a different server. You can also try running a Wireshark trace to confirm whether the game is being identified correctly.

Well I'm connected to my router (D-Link DIR-855) over 2x CAT6 Cables which are teamed via my 680i mob so I'm basically connected to it at 2000 Mbps (I know its excessive but streaming 1080p video's to 2 TV's in the house simultaneously whilst wanting to play games efficiently, so heh it works.)
Trace route reports unusually high response times from plus.net
Tracing route to portal.plus.net [212.159.9.2] over a maximum of 30 hops:
1 <1 ms <1 ms <1 ms 192.168.2.1
2 134 ms 142 ms 134 ms lo0-plusnet.ptn-ag1.plus.net [195.166.128.123]
3 233 ms 239 ms 238 ms ge0-0-0-303.ptn-gw01.plus.net [84.92.3.9]
4 144 ms 157 ms 186 ms ae0-101.ptn-gw02.plus.net [212.159.1.110]
5 231 ms 233 ms 226 ms te2-2.pte-gw2.plus.net [212.159.1.106]
6 138 ms 139 ms 143 ms 92.core.plus.net [212.159.1.92]
7 138 ms 240 ms 139 ms fhw-lb04.plus.net [212.159.1.146]
8 40 ms 38 ms 43 ms portal.plus.net [212.159.9.2] Trace complete.
Should've also added that on top of getting 350 ping (even from MPUK servers) getting on average 15-20 choke and 5-50 loss (no I'm not streaming any content to other PC's in the house at the time of trying to play tonight.)

The response from the gateway hop is atrocious!
However, that's before it even gets to Plusnet, so the problem is between your computer/XBOX and the first Gateway.
My first suggestion would be to hop gateways. You're currently connected to ptn-ag1 (as evidenced in the second hop in the tracert). It might be that the gateway is currently congested (and I know that dave posted that they lost an LTS on one of the gateways earlier).
To change gateway, easiest thing to do is to go into your router interface and drop the DSL connection and reconnect. You may need to do this a couple of times. (Don't just power the router off, as the DSLAM at the exchange may believe it's instability and raise your SNRM). You can then re-run the tracert to see if hop 2 shows a different gateway. If this doesn't work, disconnect and leave the router unsynced for at least 20 minutes to clear your ATM session to the central.
You mentioned that you're streaming HD to two TV's. I'm assuming that's not live streaming from the internet, because that will saturate your line and cause high pings.
Post back and let us know if hopping gateways fixes it
