Stop steam auto downloading updates?

As the title states, is there a way to permanently stop the auto-updates?

yes for games
Go to library then right click on a game and select properties then updates
Change automatic updates to Do not automatically update this game

Tried that - it is still updating.
I closed Steam, then rebooted the pc.
Despite "automatic updates" being turned off, Steam is
still updating.
Help!

try this  have a look for steam and just delete the auto run
