Steam in Silver traffic queue?

Downloading from it currently and noticed fluctuating speeds, so ran wireshark and its coming back as 0X40 aka silver, didn't it used to be 0X80 Gold?
FTTP 500 regrade from Tues 28th November

Steam downloads should be in Silver as it is non interactive.  It might have used to be in Gold / Gold Plated a while ago.
