STEAM throttling?

Does anybody know if bandwidth throttling is applied to Steam downloads?

I haven't noticed it
Half Life just updated itself and it was coming down at about full speed and that is on Value

I was noticing when downloading the Crysis 2 demo that it started at 4MB/s and then dropped to 128KB/s..
I believe the issue is actually Steam's server loading. I went into settings and played around with different server locations. Mine had defaulted to UK-London (the one I an closest to)  but I changed to UK-Manchester and my download speed instantly leapt back up to 4MB/s and completed the download quickly.

Just for the record, I've never had any noticeable problems either (Plusnet Premium).

I was downloading at max speed yesterday during peak times, it fluctuated but you have to take steams servers into account too, they don't always run at the best speeds.

I find changing server location to the netherlands seems to work for me.
