Secondary DNS = 8.8.4.4

I see no reason why not so long as they are valid address. As in valid DNS resolvers.

Hi do you know how to input a Static IP address in the DHCP for this router and put it into DMZ?

In your browser, enter the default address for the router http://tplinkmodem.net and when the login screen appears enter the default username and password which is    admin    for both of them.
Once logged in -
To set up a Static address, on the LH menu, select DHCP Server then select Address Reservation.
Enter the required information - page 45 para.4.6.3 of the manual refers. You may need to click refresh. Note the chosen IP address must be within the defined DHCP Server range. (see DHCP Settings para.4.6.1 in the manual).
To set up DMZ, on the LH menu, select Forwarding, then select DMZ. Select Enable and enter the chosen IP address for the chosen console. Click Save.  See p82 para.4.13.3 in the manual.
uPnP is the next item in the LH menu if you require it.  Click Enable if necessary.  See para.4.13.4 in the manual.

I cannot use these ranges below that member Mook posted earlier?:
192.168.1.2 > 192.168.1.99
192.168.1.200 > 192.168.1.253

It is out of the DHCP range which is why you want to use it, as it will never be allocated by the DHCP server to any device, and you (r PS4)  will have exclusive use.
As the address is still within the range of your LAN's network it will still work.

OK, I can see why you are confused. However, this question was asked before you asked the question regarding DHCP Reservation and a DMZ. As I mentioned below I am using a TP Link router that did not require any reservations or DMZ configuration to get my sons PS4s to work. They work using the static IP approach with both of them being able to play online at the same time.
So here's a thought, you can :
Follow my instructions without the Reservation or DMZ using an IP address outside of the DHCP range such as 192.168.1.222.
If this doesn't work for you then
Follow AnotherOne's instructions and set up the Address Reservation and DMZ using an address in the DHCP range ( such as 192.168.1.100) then modify the PS4's static IP to match the address you reserved.
I hope this makes more sense to you now.

Hope in the future it will be plug and play instead of complex manual entry. I wonder how the newbie beginner customers are coping with online gaming via plusnet?
