It already is, uses same ports as Counter-Strike. So probably routing issues to the specific server/s. So run a ping trace to it during any time it's showing a high ping, to find out where it is slowing down

The ping never goes up, it's just that my bullets don't register on other players. I did a ping test though as you suggested Gus, with interesting results:
This is from a Pinion server (the ones I can use):

and this is from an official Valve server (the ones where nothing hits):

I tried a few more of each, and I was getting the same green healthy results with Pinion other servers and the same red 'LOST' messages with other Valve ones too. So there's obviously a communication error happening somewhere. Any ideas?
Edit: Incidentally my in-game packet loss with net_graph 1 enabled in console is always minimal or non-existent after initial connection is established, regardless of which server I'm connected to

You need to run the ping test from your pc, using a site doesn't give routing from you but from that site.

Just ran an ICSI Netalyzr test and it came up with the following problems:

Is there any way to address these, particularly the bottom one which looks (to my untrained eye) like it may well be the source of the problem?
Thanks
