Minecraft Connection Refused

Hi
I have a minecraft server setted up on an ipad air but it has a connection issue saying that "Cannot connect to world". I also have a computer with minecraft but when i try and onnection to the world on the ipad, I get an error saying that connection was refused. I searched connection was refused on google and forums are saying that it could be my firewall thats blocking it or i need to open a port number on my router to allow access. I have checked my firewall but cant see nothing and added the port nmber but that does nothing.
Please can somone tell me that else could be the issue?

minecraft pocket (ipad) and minecraft (desktop) can't interconnect, think that's your issue.
