High ping - Counter Strike Global Offensive

Hi,
I'm having an issue where my ping in match making is usually over 100ms, most of the servers are in sweden so i don't believe it should be this high. Also, randomly it can spike every few seconds to 300ms and back down.
I have had a look in wireshark and is looks as if the traffic is also routed through the bronze traffic queue 0x00 instead of titanium 0xa0 (going from source to destination), and from destination to source is 0x80. Not sure if this could be causing the issue?
Would turning interleaving off also have a better effect?
Also, gaming mode in the router settings, not really sure how this works.
I ping bbc.co.uk and google.co.uk around 44ms and around the same usually to sweden.

what server IP to do a trace too?  As for traffic management it only affects incoming traffic not out going

I normally have no problems, but just got stuck in a matchmaking game with 120ms ping even though my connection was fine and other servers were <20ms as normal. Very annoying - super hard to play with such artificial lag affecting everything.
