As for the weather they and most of their infrastructure are better able to cope with it than we are, in particular in Canada where ubisoft is located

Yes by the isp using the other available peering as other isp's use,TINET who don't have these same issues as AS6453.net who's base latency increases to a lot higher than the 120ms shown, coupled with up to 6% packet loss at the last hop,which is visible across their hope from the newyork hop, because it becomes saturated with traffic at those times, incidental back when i became a plusnet customer the latency was a acceptable 89-90ms for 6-8mths then it increased ,plusnet do also use Tinet but i've only seen 1 gateway using this peering so far, they seem to prefare using the most congested out of the 2 choices they have available to them why i don't know, but cost may have something to do with it

As has been explained to you (quite a few times), Plusnet have little or no control on the direction traffic takes once it leaves their network. The routing to Ubisoft is announced by Ubisoft, not Plusnet.
Looking at the BGP Peers for Plusnet, they do not use Tinet and even if Plusnet did use Tinet, there are no guarantees that traffic to Ubisoft could be forced over Tinet.
The issue is that Ubisoft have decided to have their data centre in a random location rather than set up regional presences around the globe.

As for ubisoft basing their server farms in one place Montreal canada having the 1 server farm and selling their games globally not being sufficient has been a concern since they started selling online games, yes they should have at least 3 server farms 1 in europe,1 in the usa and another in Asia and would be even better if they where all interlinked but that would cost them money, and like the peering the corporations involved don't care about end user experience only about profits

If Ubisoft want traffic from Level3 via Tinet, they make that call - not Plusnet.
Ubisoft want traffic from Level3 to come via AS6453.net. This is their decision and it is not one that Plusnet can influence.
