This sounds interesting from another provider:
Our new Traffic Controller interface allows each customer to manage their own traffic and set priority on the types of traffic that they want to use. We don’t traffic shape our services, however individual users do have the ability to prioritise their web traffic.
Some standard default settings are available for those customers who choose not to customise their own traffic settings.
Prioritise your connection for gaming, Peer2Peer or web browsing
Simple, easy-to-use online control panel

seems we are missing a linky in this post  . certainly isnt the post office, more to come on my 3 month exprince of getting connected to the internet by the post office

Well I don't think it would be fair to link to another provider on plusnet's own forum.
The providor may not be as good as plusnet and I haven't tried them so it's certainly not a recomendation but I like the sound of the control.
Having some problems of my own at the moment and I don't think being able to prioritise your own traffic would have sorted the issue in the same way plus appear to be doing.
