ping high~100 as opposed to 10-25
down speeds ~10meg
not solved by downpowering modem an router.
any reasons for this?

Your link is possibly interleaving, a method of error correction used to partially overcome a high error rate on the cable between the cabinet and your FTTC modem.
The down side of interleaving is increased latency which you can see as higher than expected ping times.
My link is interleaved and I'm currently running 12.5 Meg down, 2 Meg up and pings to mail.plus.net of 45-55 ms - of which 40 ms is accounted for in the WAN.

I don't think interleaving has much impact on FTTC.
There have been a fair few exchanges suffering from contention since FTTC has been introduced. The classic symptoms of this are heavily reduced download speeds and increased pings during busier periods whilst upload remains unaffected. I have had this fault for six weeks now and it's not unusual for me to have a much faster upload than my download speed. During non-peak periods service returns to normal.
BT have been working on the contention but unfortunately for me it hasn't resolved the issue. Ball is back in Plusnet's court.
