So as I read that my line supports a fibre technology now which is great, but then WBC FTTC isn't in my cabinet yet? How can my line therefore support a fibre technology when my cabinet doesn't have it?

This means your line is on a compatible technology for use of FTTC, i.e a single PSTN line with no products or service on the line that would inhibit FTTC use.
However FTTC will not provisionally be available until March 31st, when work is due to complete to allow FTTC from your local cabinet.
