@wohdivad You stated ... "the Openreach engineer tested it with a brand new cable." Doesn't mean it was the correct type of cable. You haven't answered @Dan_the_Van's question in msg 6 to confirm that the cable is fully populated with 4 pairs of wires.
How about trying the cable that was in port 1 which worked at 500Mbs to connect port 2 to the Plusnet Hub. If you don't have it there should be Ethernet cables that came with the Plusnet Hub 2 that you can try.

If you are nervous about a factory reset of the ONT, have you at least tried a power cycle, leaving the power off for at least 10 seconds?

with the new cable are you still seeing the WAN connection at 100Mbps on the Hub?
If yes, this will be why you're not seeing the full speeds, for the speedtest you need to be connected wired directly to the Hub or using 5GHz band.
It is possible to create a PPPoE connection on a wired PC or Laptop.
If you do a search for PPPoE connection for the operating system you are using it will be a simple task.
You can then do a wired speedtest from that PC, which will hopefully prove where the issue is Hub or ONT.

To achieve speeds for any product package other than Full Fibre 74 the WAN connection speed on the Hub two should be 1000Mbps.
Is there a viewable model number on your Openreach ONT?
Have you tried switching off the ONT for an extended period, say 15 minutes or more? This is reckoned to clear down the headend with a reset to the connection.
Some research indicates these old four port ONT are now End of Life, maybe insist on it being replaced.

Well we seem to have just about eliminated cables as being the problem. So its either the ONT or the Hub 2 WAN port.
Whilst a an ONT power off/on is worth a try, I can't see why that would affect speed negotiation on its ports but who knows ?
Does the Hub 2 show link speed for its LAN ports ? and if so where ? I'm thinking connect one of its LAN ports to the ONT and just check the link speed. That would maybe rule in/out a WAN port problem with the Hub

You need to view the event log, it will report a cable connecting to it.
from the hubs Home page ->Advanced setting -->Technical log --->Event log
I moved the WAN cable to LAN 3, this is the message I noted
14:29:33, 19 Apr. A device connected to Ethernet port 3
14:29:33, 19 Apr.Wire Lan Port 3 up, Speed 1000 Mbps
Edit: The Wired Lan port messages only appear on Page One NOT the next page, so no point scrolling through looking for them

@wohdivad that would be worth trying. Connect a LAN port to the ONT port 1 and 2 in turn and note the speed reported.
