I'm afraid the response you've received via the ticket on your account is correct.
While I appreciate you may not be far from your neighbour, checking the availability for WBC FTTP at your address shows it is unfortunately not available.
This is the estimates for your neighbours line:

While these two do seem very similar, I'm afraid FTTPoD is not part of the FTTP Trial due to the vast difference in price amongst other factors.

Could this be another case where the OpenReach records are either wrong or out of date?

The information is clearly is not up to date I can only get 3.3Mbs which is quite far out of the suggested range and below the hand back threshold.

I'm afraid it's not unknown that OR records do not match the situation on the street. My guess is FTTPonDemand has been available for a while (which is why it shows up against your phone number) but the OR records have not been updated to show WBC FTTP.
Hopefully someone at PlusNet can look into this but it is not (usually) straight forward. There appears to be no OR procedure in place for things like this. All PlusNet can do is ask.
