The fibre cable for FTTP is completely independent of the existing phone line so the installers should be able to put the Fibre in another suitable location but there may be restrictions on the length of the internal run.

Are they able to run the cable around the externally and take it back in from outside

Internally you get an Optical Network Terminator (ONT) installed. This needs a power source. If you look at the following thread you get an idea of what's involved. You can just see the fibre on both pictures. As you connect to the ONT by Ethernet cable your router can be placed where ever you want (cable runs permitting!!!).

The starting point is where the phone line enters your property (the fibre cable follows your phone line to your house). The OR engineer has a bit of lee way both outside and inside your house. They'll run the cable round the outside but only at ground level so can't go past doors.
Once inside they strip back the protective cover at the point of entry. They can run it round skirting boards but be advised they staple it to the board so once in, it's in. Once again there's a bit of lee way where the ONT goes - it can all depend on the engineer.
