FTTC Trial - download speed problem

I've just had FTTC installed by Openreach, and the engineer confirmed a speed of over 30Mbps.  But a line test has shown that my final download speed is at my previous ADSL level of just below 1Mbps.  Upload speed, though, has rocketed to 8Mbps.
Could this be an issue with a download speed cap at Plusnet's end?

Give it a few hours after install then power cycle the openreach box. If the speed does not go up then ask PN to check your profile.
