Very slow fibre after activation

Had FTTC activated this morning with very fast speeds reported by the engineer during his setup and test. Actual figures are worse then before intsallation, no matter which speed tester I use the download is never above 0.5Mbps and the Upload is 6-7 Mbps.
Last test using Ookla: Ping = 107ms, Download = 0.45Mbps, Upload = 6.86Mbps.
I have bypassed the Openreach modem and plusnet router with a Draytek router, tried a PC and 2 different laptops (with nothing else on the network) and get the same results.
Surely this cannot be right?

Your profile was still on its old ADSL value hence the poor speeds
I've just given that a kick for you and if you reboot your router you should see a increase
