So another year for me at least by the looks of things, though is pencilled to be FTTC/P - which would be nice.

If that's for you its at odds with what you said earlier.
It suggests you'll get FTTP with a speed increase of 5.3, woking that backwards, most FTTP is 100Mbit, divide by 5.3, gives an ADSL speed of 18Mbits.... which is ADSL2+, which is what you said you couldn't get.
Phase 6b could mean anything upto Dec 2011, but Deployed suggests it's already done.
Percent lines, just indicates how many of the postcode area use that cabinet.

What I am working on is this which makes no mention of ADSL2+ or fibre for my exchange.
A few weeks ago BT laid new copper cabling from the green box to a pole outside my house apparently because someone nearby had reported a fault. When I spoke to them about fibre they casually said "no..just to the cabs". There is no new cab in my area.
