FTTC 80/20 Trial ended? Or another problem!

Hi
Has this trial ended and I haven't been notified?
I noticed a few days ago my speed had dropped, but every time I try to do the BT Speedtest it gets to 96% of test 1 and then times out with a "The system is currently busy. Please try again shortly, however if this problem persists, raise the issue with your service provider"
Anyway, I decided to check my stable line rate, and its been set back to 40Mb AGAIN! -

What is happening here! -anyone any suggestions?
