BT tester for FTTC now says 8Mb/s is OK for a 28Mb/s line

I have been suffering form highly variable download speeds, often below the upload speed of 8Mb/s.
Previously when I ran the BT speedtest it would indicate in red that there was a problem because the download was below the acceptable speeds for the line of 10Mb/s.
A fault was raised as it also failed on test 3 where only BT is involved.
Today I reran the BT speedtest and got

1. Best Effort Test:  -provides background information.
> Download speedachieved during the test was - 8271 Kbps
For your connection, the acceptable range of speeds is 8000-28532 Kbps .

2. Upstream Test:  -provides background information.

So they appear to have changed their minds on what the acceptable line speed is.  Angry
This traffic congestion they refer to was also happening when I was logged in as a BT test user on their network only.  Tongue
