96.79% of 68773 is 66565, which is then rounded down to the nearest 0.2Mb, giving 66.4Mb.

This will always be true: SYNCH speed > Profile speed > data transfer speed
In the case of FTTC, observation suggest that the profile is 96.8% of synch speed - in which case the figures you quote above are correct.  The above page also explains why the profile is lower than the synch speed.
