fibre unlimited extremely low download speed

Hi my fibre connection has been very slow for a while we done a speed test on it and it max out at 7 mbps download speed,

we have replaced the filter and cable but has made no difference, I have also tried reseting the router still no diffrence

it has dropped to as low as 1 mbps

plus net please run a check on my line
