fibre slow

HI
I have recently changed to fibre but keep getting drop  out connection and slow internet.
I have reported this to PN and they tell me its the exchange not giving me the speed I should have and my broadband is unstable.
I have done a speed test and it tells me my download speed 1.09mbps
ip profile 1.0mbps
upstream test 0.7mbps
max achievement 0.83mbps

they tell me to leave it a few days and then they will reset
it hasn't changed since having it a few weeks now and I'm paying for fibre but not getting it
can anyone help please
im visually impaired and tried to do the make new connection routine but keep getting error 651
