how close should the match up be? as far as I'm aware, we've never achieved the dizzy rate oif 13.5Mbps ever ...

You should at least match the minimum Guaranteed Speed that's what it's for that your connection is at a minimum that speed, if not then an Engineer should be sent to get the speed to at least match it, more if possible.

I would report a fault and get it looked at.
