Why am I getting 2MB/s download on Steam?

I know that 60Mbps =/= 60MB/s but it should surely be more than 2MB/s.
This happens on both Steam and Battle.net from what I have noticed.

Have you imposed a limit in steam itself?
Steam -> Settings -> Downloads -> Limit bandwidth to:
(I think this figure used to be based on what you told it your network speed was).

That shouldn't be the problem since this happens on Battle.net aswell.

The speed is fine when downloading things on Chrome for example but Steam and Battle.net still seem to be capped somehow.

Looks like they have wiped some traffic profiles and taken steam off gold or platinum traffic management, they did the same with GoG recently.  Steam is now coming back as 0x40 via wireshark
