Silly question but did you notice anything wrong other than the Samknows graphs?
I'm sure mine was working OK during that time yet my graphs look equally horrid (maybe Samknows having a bit of a tizzy on their connection?).
The latency peak and packet loss are definitely NOT reflected in my TBB BQM (ping monitor).
Incredible correlation in latency increase and packet loss between yours and mine:

For me Sam Knows is reporting 6mbs less than TBB.  Latency seems rather flat - as if it is following the lower range on TBB graph. 
If it should be following the Blue line then something is wrong and latency is not recording correctly.  9pm yesterday TBB was around 17ms Sam Knows 11ms
