Waiting for upgrade

Upgrade from ADSL ordered, emai arrived 20th Julyl saying it had started, billing started 20th July, www.dslchecker.bt.com says 'open order' to be completed 'by' 1st August.

Does anybody know if that means one minute to midnight on the 1st or, just maybe, earlier (stop laughing at the back)?
