Very slow broadband - again.

My contract states that I should be able to get at least 45mb/s, but at present, the best I can get is low to mid 20mb/s. This occasionally happens and when I bother to complain the speed miraculously improves to somewhere near what I expect, although it never betters it. For a while, it's OK , but gradually slows and slows until it's no longer acceptable. I never experienced this when I used TalkTalk, their only problem being their overseas call centre. Does Plusnet slow down some lines to enable them to speed up others?
