Very Slow upload and download speeds

Hi, 

I'm seeing very slow speeds:

23 MB download

0.70 MB Upload.

I'm supposed to have the following:

Download: 54 - 72Mb
Upload: 17 - 18Mb
Minimum Guaranteed Speed: 50Mb
