There's no DLM banding on the line.
"0.128M-80M Downstream, Retransmission Low - 0.128M-20M Upstream, Error Protection Off"
And in addition the estimated range for upload on the OP's line is between 6.4mbps and 10mbps.

interesting in my case I get
Connection speed (kbps): 48446 10569
and from http://www.thinkbroadband.com/guide/fibre-broadband.html my upload is about right but my download speed is much higher - 800m cable length
Seeing Matt's post I suspect that interleaving has been applied to the upload which could cause a drop in speed

If I am correct in the diagnosis then unfortunately it can't so you are stuck with it and changing suppliers won't help in this case
