From ISP Preview
After unceremoniously cutting the upload speeds of their ‘Unlimited Fibre‘ (up to 38Mbps FTTC download) broadband package from 19.5Mbps to just 1.9Mbps in 2015 (here), Plusnet has now decided to boost their upstream speeds part of the way back ‘up to’ 9.5Mbps.
We suspect that the change may at least partly reflect Ofcom’s intention to cut the wholesale price of Openreach’s related 40/10 Fibre-to-the-Cabinet (FTTC / VDSL2) tier,
We know how important it is to be able to upload content quickly, especially to social media, so we’re making improvements and raising the maximum possible upload speed for customers on this product.
Pity they didnt think about this when the reduced the Upload to follow Talk Talk

fwiw, it appears ISPs don't have to pay the fixed Bandwidth Modify Charge to Openreach, if the work is completed before end of November.

I am still 1.9Mb so when will every one get the 9Mb upload speed. My renewal coming may make think if its no speeded up

And that's the part I don't understand. New customers go on it straight away...while existing ones have to wait.
I think its because at the point of a new connection an engineer is already at the customers cab to enable his line with FTTC, therefore the customer will be connected at the new speeds, whereas current customers might require a connection reset/change which may require an engineer/openreach to change your connection speed on the DSLAM... I think OR control all the DSLAMs remotely? not sure if thats changed and ISPs now have access or what...

Yes, I understand that, but those already on 38/2 going up to 38/10 only need a system tweak and job done.

@Pete11 it may only be a system tweak that needs done but how many customers will need that tweak? It's probably in the thousands, hence it being done in batches.

It isn't a system tweak it is a new upgrade order on BT Openreach top change the product from 40/2 to 40/10 and they then need to do it
I should imagine that the orders will be done in batches otherwise Openreach will become upset
