Yes, as I thought, your upgrade hasn't happened. You're synching at the maximum for a 40/10 (unlimitdd fibre) product.

I'm the OP here and the guy with HH5 running openwrt.
Which numbers are you looking at in the openwrt output?
72 hours after the upgrade went through was getting
"data_rate_down_s": "64.288 Mb"

now > 7 days later:

Got a call from plusnet in response to a support ticket I raised on the above opening question "Is it normal for some settling time after upgrade and how long?" and they tell me my line is "Training" which lasts 10 days and my line speed is as experienced still subject to fluctuation.
Testing on the router itself, the speed tests are still swinging between 20 and 36 Mbps which it about the same seen from a wifi connected laptop
Used the same download source for all tests (http://speedtest-download-btwholesale.akamaized.net/PT/1000MB.bin)

They look fine.
Are you doing the speed tests using a wired connection ?
You need to run the BT wholesale speedtest from here https://speedtest.btwholesale.com using a wired connection , and then preferably go on to run the Additional diagnostic test

Wired connection or wifi, makes no difference the speed test is always less than it was before the upgrade started.

@tol I notice in your initial post that the "current line speed ' is set to 21Mb . Normally that will have no effect UNLESS you have a static IP . Is that the case ?

@tol the 'current line speed' is a legacy profile that PlusNet maintain which historically was used to control thoughput. It SHOULD follow any changes in the BT wholesale IP profile but occasionally it gets stuck. Sometimes when changing products it can get reverted to the maximum value for ADSL ( 21Mb ) which looks to be the case in your situation.
Now for most of the accounts this no longer has any affect and doesn't matter if it's incorrect. However , any accounts using a static IP are routed differently across the PlsuNet network ( they go via L2TP ) and so the current line speed DOES limit the thoughput. Many of the first line CSC support personnel are not aware of this and so it is not considered when looking at speed problems. The PlusNet help team are trying to ensure that the CSC are aware of the problem and do consider it. Since the current line speed setting is a PlusNet controlled parameter it can be simply reset without any BT involvement and if this is the cause of the problem can be quickly rectified.
In the absence of any of the Help team picking this up , I suggest that you raise a fault at faults.plus.net ensuring that you mention that the current line speed is incorrectly set at 21Mb and that you have a static IP so it WILL have an effect.

Exactly 2 weeks after the upgrade went live, Plusnet have finally looked in to the advice provided here by @MisterW and switched my provision from ADSL+ to 80/20 Fibre.
1 router restart later and I'm looking at speed test results a lot closer to what I am paying for

@tol You have been on VDSL2 (80/20 FTTC) ever since the upgrade, the problem was the incorrect Plusnet profile or current line speed which restricts the speed if you have a static IP. Unfortunately support did not spot this, and there has been an unnecessary delay but you have got there in the end.😊

It says in Bt wholesale test
Download speed achieved during the test was 18.10 Mbps For your connection, the acceptable range of speeds is 20-20.73 Mbps Your DSL Connection Rate: 0 Mbps(DOWN-STREAM),0 Mbps(UP-STREAM) For your connection, the maximum achievable download speed is 20.73 Mbps IP Profile for your line is 20.73 Mbp
Any advice?

Your BT IP profile is showing IP Profile for your line is 20.73 Mbp
