Well done, that's what I was hoping to see/

 

Alas this bit is not so good news:

Max: Upstream rate = 26530 Kbps, Downstream rate = 66313 Kbps
Bearer: 0, Upstream rate = 20000 Kbps, Downstream rate = 64861 Kbps

 

In comparison mine is:
Max:    Upstream rate = 26250 Kbps, Downstream rate = 92545 Kbps
Bearer: 0, Upstream rate = 20000 Kbps, Downstream rate = 79987 Kbps

 

Your max Downstream rate is close to your sync speed, meaning you are getting close to the max you are going to get.

Although as the sync speed is a bit below what the DSL checker says, you could raise a fault and ask PN to investigate,

Did they give you a Minimum Guaranteed Speed?

see, here is my problem, when I test with my laptop on a direct connection on the btwholesale site, i get 59 to 60..

 

I have raise the issue with plusnet, a bt engineer has been out and said he gets 67 DL on his little handheld computer. I just don't understand why I am not seeing this 67 on speed tests?

The estimates and guaranteed line rate are in terms of the line speed reported by your modem, not speedtests. Speedtests and actual download speeds are always slightly lower than those.

So really you don't have a problem. You will never get a speed test to match your sync speed, the router and cabinet use up some the bandwidth, and even your laptop may not be capable or driving a line that fast, all lines have overheads, and ISP's and the engineer talk about sync speeds, not speed tests. If the engineer got 67, that suggests you may get a small increase with another router, but not much.

If there was a significant difference between your sync speed, that could be a result of congestion, either at your end, or the exchange - but there does not appear to be.

You just need to think things a little differently.
