The connection has timed out

I am having problems when trying to access the website https://cmaccess.lloydsbanking.com/ getting an error that the connection has timed out. I get this problem both on my laptop and also on my phone when using wifi, however if I switch to using 4G on my phone the site loads.

I have tried restarting the router and switching the firewall off but neither made any difference.

Any ideas on what could be causing the problem and how to fix it?

I have replied on the ticket that the static IP has worked
