Sync speed not recovering

Hi there, when my fibre was enabled, my sync speed was 74 meg, after about a month it settled at around 64 meg, which it stayed at until January this year. My speed dropped to under 40 meg inJnauary, and after going through the Plusnet faults procedure, I was told that the VP in my exchange was full and that an openreach engineer would move me to a new line in early February.
The move was completed a couple of weeks ago, my sync speed is now 47 meg, nearly 20 meg less than what my stable line was before the issue. Is there anything else that can be done to get me back to a speed I know my line can handle.
