Stuck between Plusnet and Openreach for 2 weeks

My fibre internet hasn't been working for 2 weeks.
I have had Openreach out to my house and they say there is no issue with the line, but Plusnet say there is no problem at their end and I have been sent two new routers.
There is now another new Openreach appointment for next Tuesday, but I'm not confident that he is going to do anything different as the previous guy tested the line to the BT modem and it was fine.
I seem to be stuck between the 2 companies and can't see how it can get resolved.
\what is the procedure if Plusnet and Openreach both say the issue is with the other?
Any suggestions on what to do?

I assume that the broadband light is green but the internet one isn't (basically you have sync to the cab but it isn't validating at Plusnet)
I had this problem and I never found out the cause
Can you try going into the router interface and set up the connection manually
Login username@plusdsl.net
Password - your usual account password
This may not work but it is worth a try

Is it worth trying to connect as speedtest@speedtest_domain ?

Yes, you're right about the syncing.
I've tried manually setting up the connection, in fact Plusnet have even talked us through that, but it is still stuck on 'Connecting' permanently.
