Still slow speeds

I have had problems with my down and upload speeds for some months, a few weeks after getting fibre we were getting 60+ down, this has been steadily dropping over the last few months, I rang support and they said it was there fault that they should have given me a static ip ? he did somthing the other end and I went from low 40s to high 50s, however I am now back to 39-45 down, 

The bt wholesale diagnosis show now my max would be 47 ? where several  months ago this was showing above 60 download.

To add to this my next door neighbor is on the same package and getting mid to high 60's download, could some one from plusnet please check this for me ? I should be on 80/20.

I have just spoke to plusnet and they told me that there was an order placed on our line and it got stuck ? Any way I have to wait an hour and may get what we should have been getting with download speeds.
